Payments for an off-plan unit go into the project’s escrow account, regulated by the Real Estate Regulatory Agency (RERA) under Dubai Law No. 8 of 2007; the developer draws on it as construction progresses. Always pay into the escrow account named in your sale and purchase agreement, never to an individual.

The Dubai Land Department transfer fee of 4 % of the price (listed by the DLD as 2 % from the buyer and 2 % from the seller; on a new home the buyer usually pays it), a few hundred dirhams of registration fees, the registration trustee fee, and agency fees on resales. Property can open residency rights, under conditions that change: the Golden Visa for property investors requires property worth at least AED 2 million in total (GDRFA Dubai and the UAE government portal agree on the amount but not on the duration: 10 years on the GDRFA page, 5 years on u.ae), and completed, registered property is the usual basis, so an off-plan unit generally qualifies at handover. The framework is confirmed when your file is submitted.
